cant get quest for final warning

I switched mains, didnt finish quest on previous main, tried going back on main to see if I can do it and the quest for the final warning isnt there,

nor is it there on my
new character or abandoned quest (ive finished lightfall completely on new as well)

you need to get all strand fragments before you can access the quest
