Cannot see other players characters and my own!!!

I've had this issue for a couple of weeks now and I've tried every fix under the sun that I

could find, and still the problem persists, this has made pvp in particular (I'm not much of a pvp player anyway aside from getting the pinnacle) almost impossible to play.

An image is attached showing the problem, this occurs for players and from what I've found online the fixes have been (for PC) to clear the %appdata% folder and to turn off and unplug the machine for 5 - 10 minuets,

both of these methods work for a short period of time and then all of a sudden, the issue comes back, like a wound that refuses to close up.

This has effected the commendation screen as well where the screen will not load and I cannot commend other players, which in raid teams has made people unusually salty haha.

But this problem is only after the recent hotfix when the latest season launched, I had never encountered it until that day.

Has something happened with the latest hotfix to have done this.
And another thing to add, the cryptarch and the drifter seem to constantly have a ping on them since the hotfix.

AND I WANT TO REPEAT..... YES I HAVE TRIED EVERY FIX UNDER THE SUN RELATED TO THIS!!!!! AND NO IT IS NOT MY NETWORK!!!!
