Does it require any energy cost?

I have a full set for both my Warlock and Titan, hunter as well I think, where can I see this +3 stat?

Or is it automatically included in my total overall stat per armour piece I have?

And when I say total overall stat I mean at the bottom of each armour piece, there is a total, the combination of all indivisible stats together like mobility res rec etc
