Sometimes but other times you need to do the first mission of the quest first
Like I assume you did beyond light?

There's witch queen campaign on throne world and lightfall campaign on neptune

I think you still need to do first mission of wq to unlock throne world since destinations are free
That also unlocks weapon crafting for you

I have a gigantic "Beyond" symbol at the top of moon, I guess I didnt complete it lmao
