Title. The seasonal Artifact's perks for weapons to stun champions are unlocked, I have the weapons equipped, and the character screen shows that I have the ability to stun these champs with the weapons and perks I have.

It works on my warlock character with the same weapons and artifact unlocks. I've reset the artifact, changed gear, and restarted the game.
It's only my titan that always has this issue, and my warlock never has. Found quite odd.
