Based on LFG posts, it happens an hour to 7.5 hours from one another. The issue is that it can not spawn when the Overload Zone is the same as the Incursion Zone, as the Overload Zone stops all other public events.
There has not been a SINGLE strike force since the Overload moved to the same zone as the Incursion Zone.
The good news is that when they do happen, they happen server-wide. So you can always get into one when they are active.
