IMO, intellect
In PvP after all the changes the majority of the time you just get 1 super a game even with 100 int.

In PvE you get a lot of super energy with mods like Ashes for Assets
And in both modes you also get a lot of your super through (especially exotic) primary damage

That's for all classes, for warlock and titan specifically it's gonna be mobility ofc. And you should still get 3 intellect if possible

Recovery/Intellect/Mobility arent necessary in PVE, unless they affect your cooldown

For Strength is depends on the build

But mainly Resilience/Discipline is most important for PVE across the board
