Like legitimately it’s one of the single worst exotics the game has to offer

It’s certainly not the worst, it’s used for some niche cases in dungeon one phases and some trio content.
Usually I see it used in cases for boss damage, so well is probably your best bet, and it has ranged melee options to proc the perk. Might be some cases for nova bomb but I can’t think of any right now.
