I'm not getting resonate alloys to appear after destroying legendary weapons, not even from the ones with red outlines.

Resonant Alloys drop from dismantling regular legendaries. Harmonic Alloys drop from dismantling raid legendaries. Ascendant Alloys drop from Master WQ mission/Master Wellspring/Master Ketchcrash/Containment.

You probably have full resonant alloys if you aren't getting anymore to drop.
