if you don't own the season or don't own the deluxe edition of witch queen, then no you cannot farm it or acquire it.

then yes you do the public event. You might get bound presences which you can use at the sever missions to get them too, but might not be as efficient.

if you do the challenges to get the vendor upgrades, you can guarantee yourself four red borders too before it goes away.

yeah check your seasonal quest tab, there should be a tab that has past challenges.

whichever challenges give the form of currency needed to upgrade the vendor you should do, most are seasonal content stuff from that season.
