So can you still farm spoils at Daughters anytime? or does it have to be when KF is the weekly featured rotator?

Only the newest raid drops spoils on repeat clears. The newest raid also isn't part of the rotator.
Meaning: Yes, until Lightfall drops, then you'll have to farm the Lightfall raid for spoils
