Depends on how much you play, if you have time to grind Heists its definitely possible to get all of them.

That should be more than enough, if you unlock the ability to focus weapons at the vendor, youll get four weapons guaranteed, if you purchase a weapon daily.

Thats not counting the weapons, youll get by just doing the seasonal story, rewards at the vendor and random activity drops.
