Gjally cata bugged?

3rd reaver vandal isnt spawning for me. I beat the encounter and it just doesn't spawn on the waterfall island

Assuming you already have gjalla unlocked? Also assuming you already did the other 2? Not sure if they have to be done in sequence or not.
