Has anyone been able to find him on the Derelict Leviathan? I've been looking for a few days now and haven't seen him

He spawns in the pleasure gardens, it seems in either corner on the side of the exit to the Royal Pools.

Just gotta hang out in the Pleasure Gardens and watch for "A high value target is nearby", and/or just keep a watch around the room.
The triumphs suck I also had to wait some hours for these guys to spawn
