It's armor you get from Master Dungeons.
Currently it has an extra mod slot that lets you slot an artifact mod. But in Lightfall that is getting changed to a mod slot that lets you slot a +3 stat mod

All armor have 4 slots for mods: 1 slot for stats, 2 slots for armor mods. and 1 slot for combat mods.

Artificer Armor have 1 extra armor slot, but still capped at 10 points.
