The quests are for the catalysts (perks: Eye of the storm etc.). Im guessing you did all the quests up to the last step and then just 1 Legend run.

For the intrinsics you just have to complete Legend multiple times, it might be locked at 1 per week im not sure.

You must have done multiple steps in 2 legend runs. You get a new intrinsic upon any clear, so just run it on regular and you’ll get another intrinsic.
