What's the deal with spire hats?

Thing is like as rare as a raid exotic. Has everyone else felt the same?

The drops are weighted, and the Warlock and Titan Helmet and Hunter Cloak all have very low weights. They're about three times as rare as the other drops. So it's intended that way, whether one would agree with that is questionable
