As a new player can you unlock and use the crown of sorrow (didn't play during season of the haunted)

Yes you can play all seasonal content from the last expansion onwards. (Given you own the season)
You get the material to upgrade the vendors from seasonal challenges

#

For past seasons there's an extra tab in the seasonal challenges. And only the challenges that grant you the upgrade materials are kept available throughout the year
