You need Season of the Haunted (you might be able to get it without the season pass, I'm not sure) and then do activities on the Leviathan

(the public events, open chests with the key from the public event, kill high value targets, etc.)

Then focus umbral engrams at the Crown of Sorrow at the Helm, and make sure you get the upgrades for it that get you guaranteed deepsight weapons.
