In most cases it won't out damage heavy, but it's a good alternative when you run out of heavy ammo. In places like caretaker, that was the main issue day one.
So teams will swap if needed.
outbreak is pretty the "i am outta heavy/special ammo" option.
Tbh outbreak and touch get significantly out dpsed by hierarchy of needs with catalyst. I doubt touch/outbreak will ever be the best option over needs unless the boss is hella close range or requires ridiculous mobility
mmm i wouldn't say significantly out dpsed as imagine's youtube dps test resulted in only 11% higher dps than ToM, but it is still better
11% higher than touch with blight debuff always active. For most teams that’s not achievable
It'll probably just depend since teams swap to the exotics rather than have it on all the time. Hierarchy has some ramp up to get the guidance ring, where outbreak and touch can hit their potential faster.
uh, it's not that hard if people are serious about day 1s
11% is nothing to scoff at, but to say that it's a significant increase is blowing it up a bit imo

Again I understand the video and testing but that is with perfect touch of malice debuff cycling. A few seconds of losing that 50% buff can be brutal
yes, as i agreed, hierarchy of needs is always better. If both are done in an ideal scenario (blight debuff lasts ~10 seconds, ToM shoots a bit faster than 4 rps), hierarchy is only 11% better.
but again, what sets hiearchy a standard higher is definitely font of might, which imagine didn't include in the video
There are no instances where you should be using a primary weapon for boss damage. If you are exhausting both your heavy and special weapon on boss damage you adjust your load out to use 2 special weapons. These situations usually occur in raids where you get rally banners to start off with full ammo
