I've reached a point where I have 200+ Dawning Spirit, but currently 1 Gift in Return. It feels like I'm getting less and less gifts each time I give cookies to an NPC. What am I missing?

it's literally just RNG to get a gift in return

Okay so the actual answer to the question is that gifts in return drop from playlist activities, presumably because people are using the consumable Eva gives you.

Either that or they drop more often from PVP just as a thing.
