All characters and inventory will be accessible on either platform moving forward with cross save, you will need to repurchase any DLCs on Xbox previously bought on PC

and as the person above stated, youll have to buy all of the dlcs again, and pay for a monthly subscription of xbox live

also assuming hes buying all the content again (which is safe because the game is unplayable without it), thats roughly an extra 350 dollars + a new gen console which is 450-600 dollars and then 10 dollars a month
if you know what youre doing you can upgrade to/buy a good computer for 500 dollars
