Radiant does stack with weapon damage, popular example of this is the trials bow with kill clip, while radiant + kill clip one-shots in pvp with a headshot

FoM = stacks with everything
Radiant = buff, can't be stacked with similar % buffs
Surrounded = weapon damage perk, stacks with the previous 2
