the whole quest is bugged i think, try deleting the quest and picking it up again from the Star chart or from the quest kiosk.

so you have tried on diff characters? what exactly happens? you have the quest and not launch or ?
as in one of the twabs there is a fix just need to see if it relates to yr issue.

Yes. It wont start on my main hunter and warlock. I did delete my Titan and the quest started on that character funny enough

are you a free to play or you have all dlcs. the issue fix l have now found again is if you are free to play? the Salvage and Salvation mission
if so it says players must first complete the Season of Seraph intro mission, Hierarchy on europa before they can access Salvage of Salvation in the Helm.
