happens at the start of every new season, not exactly sure why but i'd suspect it's because of caps for types of gear drops or something like that

Either that, or it's decreasing back down from whatever additions the last season's artifact gave you.

there's no need to fret for the most part, i haven't tried but i definitely recall stuff that was not pinnacle dropping at lower than max hard powerful cap at the beginning of haunted and plunder as well
