If it's a debuff, does it stack with tether or other debuffs or does it override the rest?

Personally I haven't played the new season yet BUT

#

Breach and clear should be a 30-35% debuff

#

What that means is that if you apply breach and clear the enemy should be taking 30-35% more dmg

#

(note that 30-35% was back in season 14, it could be less this season)

Being a debuff also means that if you want to apply a different debuff on top of breach and clear, it won't do anything unless it's a higher % debuff

So let's say breach is 30 and weaken nade is 15

#

Throwing a weaken nade on a breach and clear target wouldn't do anything in that case and you'd just end up wasting a debuff

#

Only the strongest debuff works on the enemy

Also you can combine this with like well of radiance (25% buff iirc) to get 55% more total dmg

breach and clear is now most likely a 15% debuff as it ties into void keywords
