combat style mods not showing up

so, can u only put certain combat style mods on certain armor pieces, cause I should have 2 pages but i only have 1 page on my arms and class item. my other armor pieces are fine though

most combat style mods have elemental affinity. for example, Firepower has solar affinity so you can only put it on a solar armor piece
