You’re at the mercy of RNGesus, unfortunately. Any DC activity or bounty that rewards legendary gear (Last Wish and The Corrupted aside) has the potential to give Reverie Dawn armor.

The reverie dawn armour stopped dropping with the riven's curse mod at the start of this season. Might be intended, haven't seen it listed as a bug.
If you're after the triumph to do Shattered Throne with the curse mods, you only need to equip the armour (without the curse mod) before the end of the final encounter

Then you're better off getting the mod from the Queen's bounties, as that has the damage boost without the 'take more damage' penalty

You can only get the transcendent blessing mod from the Queen's Bounty - a specific once weekly bounty from Mara Sov. Might be possible on multiple characters, not sure
