Fatebringer is good in both, but there are better hand cannons for pvp

#

Pve: Explosive payload with firefly

firefly cant proc with explosive payload so that is not a good roll

Its just harder to proc with explosive payload due to adds being killed by the explosive dmg

PVE: explosive payload + frenzy. PVP: Explosive payload + opening shot/eye of the storm
