I had 27 full looted clears before I started farming this week. I am now at 65 clears including the farmable clears and I still don't have it. What am I missing?

It's simply rng not working in your favor. I don't think CO has bad luck protection, but even if it did it would be locked to your lootable clears on each class once a week.
