I'm trying to finish the Luna's Calling quest and to do that I have to complete the Memory of Toland quest, however the Trove Guardian does not spawn at any location I can find on google.

I'm trying to finish the Luna's Calling quest and to do that I have to complete the Memory of Toland quest, however the Trove Guardian does not spawn at any location I can find on google.
I already tried abandoning and reacquiring the quest, and that didn't change anything. Does anyone know how to progress this quest?
