HELP. I got a RTX 3060 ti to replace my GTX 1060, even when running the game on the lowest setting's it's barley a boost from my 1060.

I also noticed that in my task manager my cpu is at about 70-80% usage and my gpu usage is around 1-5%. im lost pls help

Did u remove the GTX1060 driver before installing the RTX3060? Try using the Display Driver Uninstaller (DDU).

you'll want to check that windwos isn't doing an oopsie and making the run game on the integrated graphics of your CPU
