It's part of the "Power cap" which has 3 thresholds
-Soft cap: you can reach this by simply playing the game and getting random gear as you play
Once you reach a certain power level, the cap takes place and you cannot get random drops with higher power
Unless you go with the next part
-Powerful cap: by doing weekly activities, you can gain "Powerful Engrams" which Grant you more power level beyond the soft cap.
Note that most loot that is bellow this two caps one you reach the last one will always drop with your TOTAL power level
And lastly
-Pinnacle cap: like the powerful cap, you earn this by doing weekly activities, usually end game content, and this will help you reach the maximum natural power level you can get
