I understand you can still get it from the weekly mission (not the ascendant challenge), and have been farming for some time with no luck. Can anyone confirm it still drops from those?

Silver Tercel still drops from the Weekly Mission as of Jan 2022, however the droprate is around 20% from what I've been able to read.

I remember hearing somewhere that all Dreaming City cosmetics also drop from the final chest of Shattered as well as the Ascendant Challenge, but I could very well be wrong on that.

I got mine from the ‘two boss orges’ weekly mission

You can do the mission once per player to improve your odds. I got mine on my non-main character
