if the war table didn't give anything, there's a kiosk in the tower for old quests. when you spawn, it's to the left of the postmaster in a little nook.

okay delete it, there's often issues with the quest steps when having max. You'll earn a ton of it so don't worry

alright follow that, that is part of season of the risen and witch queen. competing that should take you into the main risen storyline
