Say if I stack 2x Melee Wellmaker mods, will I have 2x wells spawn on melee kill or a higher chance of spawning a singular well?

nope, you need to have a mod called Bountiful Wells, which would allow any elemental well mods (i.e Melee Wellmaker, Elemental Ordinance, Elemental Light, Elemental Armaments, thats not all, just the basic) to produce more per mod you have on.
