I have the full set on my titan, but I am missing the arms on my hunter. Saint-14 is selling a different set of trials armor. Does it rotate? is there a chance for xur/ada to sell the set?

for the moment you can only get the atavistic set right now from Saint XIV, there is an small "Random" chance for Xur to sell old armor sets, but he seems to rotate between the same sets all the time

and he cannot transmog the arms if they didnt drop for him in the first place
