Once you have a very big difference in level between pieces of armor. Consider getting blue gear to fill in the lower level gear to balance yourself out. Which makes a powerful reward drop much more impactful.

Do activities that say they reward powerful or pinnacle gear.

You should have a kit at the helm that gives you items that pull you to roughly 1540 (Gift of the Thunder Gods)
