Basically, the Precursors that would eventually make up the Witness figured out that the Universe was doomed to die in heat death, so they thought to prevent this.

The Precursors found the Veil, and brought it back to the Traveler, where they sought to use it to enact the Final Shape. The Traveler, realizing that the universe would be frozen solid right then and there, broke the link, and fled the Precursors.

It is implied that the Traveler is the embodiment of the Gardener entity, and that the Veil belongs to that of the Winnower, but I have my own theories.

Ahsa refers to the Traveler and the Veil as two halves of the same thing. It's entirely possible that the Gardener and the Winnower are also the same entity. Think about it.

A gardener is tasked with making the environment grow, but he/she must also prune undesirable growth, which also makes 'em a winnower by nature.
