Game Text: Your empire threatens (other empire name) with death and destruction if they don't fold themselves into your empire. (locks gentle and brutal takeover options) (Requires a fleet with sufficent power to be adjacent to threatened empire's territory.

This can be used to fix border gore. This should work almost all the time against empires that literally only have a single town. Can be used by huge and powerful empires to force smaller empires to submit.

Empires that are pacifist, isolationist, and carven are more likely to accept this offer.

Evil conquerors and crusaders are less likely to accept this offer

Cultists and villains will never accept this offer

I imagine doing so would cause you to take a pretty big hit to reputation, but I could see it being a neat tradeoff. Sacrifice reputation in exchange for not potentially getting your ships killed and without needing to wait for the takeover period before resupplying at that city

Yeah I think a -10 rep would be reasonable

Maybe a -15 and -20 for liked and loved empires respectively

And no rep decrease for disliked and hated empires

Maybe you and an ally can pull a Molotov-Ribbentrop Pact and divide up annexed lands

Perhaps there could also be a "friendly" annex option if certain conditions are met? I've had a few situations where empires that like my empire get chewed up by other AI and end up just being in the way. It would be neat if you could bring them into the fold in exchange for inheriting their wars and relations with other empires

So for example, Empire A is friendly towards my empire but is at war with Empire B. Empire B has pushed Empire A back to their last city. Empire A resorts to asking to be annexed in exchange for my empire going to war with Empire B

Friendly annexation game text: Your empire is contacted by the ruler of (other empire name) who is desperately asking you to annex their territory due to (war, poverty or other extreme disaster). (If war) If you accept this offer, then the empire of (empire attacking the empire that’s asking you to annex them) might declare war on you as well.

Option 1: Ignore their plea

Option 2: annex them

Option 3: annex them and divide up their lands with (empire that was attacking it) (-10 rep)

do not factor in defensive buildings into the ai's decisions, as this would be most useful on situation where the ai has fortified a city to hell and back and you don't want to bother wearing it down
