I'm on the latest version of the game, and I just made a new savefile. I noticed that I wasn't getting a commandment stone fragment every time I leveled up a follower. I played for a few hours but so far I've only gotten two from followers. The rest of have from crusades. I'm not sure if this was a featured that I missed, or just a bug so I'm sorry if it's supposed to be there.

I found this a tad jarring when I picked up the game again as well, but I’m pretty sure this was a deliberate rebalance on the part of the devs rather than a bug, it feels way too organic with regards to the gameplay loop at least.
