Once you unlock the goat you should be able to pick between the goat and lamb at the start

From what I have heard, the Goat is unlockable only after the third bishop

Imo you should be allowed to play the Goat after you built the temple and did the other normal steps to unlock the Goat

How do you unlock the goat?

Alright so

#

You need to have defeated 3 bishops and after doing so you have access to sotf and unholy alliance content

#

After defeating 3 bishops you need to just go on a crusade and die which sends you to the Goat statue

#

Just go to the statue and interact with it and you will get a lot of tarot cards and relics

#

You will then be revived and you can continue with your crusade (or die again or use omni presence)
