Recently i have been thinking of changing from clan ship build to dagger build, when would be a good time to do so? And where do i start?

Generally you want at least a couple hundred skill points if you are changing over to a dagger build, and pre-level your artifacts + own equipment that are efficient for Dagger builds. Other than that, you can swap basically anytime, and then always change back if you dislike Dagger builds.

any tips for getting more specific equipments? many of my acquired equipment either often has low stats or not having the boosts i want, i tried crafting as well but crafting shards are difficult to obtain. how can i improve this situation?

You'll naturally get some over time via random equipment drops or crafting. There isn't really a specific way to get it other than what you've already been doing
