It has been about 2 weeks or so since someone joined my clan. Generally the clan fills up in 24 hours. That was even with some MS and raid level requirements. Turned those back to 0 and still nothing. Wondering if this is some bug where we aren't showing up as a joinable clan, the game had a sudden drop in new players or just bad luck.

If your clan dont do MT raids no1 will join u .. its just pointless and waste of time … better be somewhere and do mt1 forever than any tier 4 raid or even lower
Hive killed raids … dunno why there still other options than MT

Nothing specifically has changed about the in-game directory. It may simply be that your member count dropped enough that players are opting to join different clans instead.
I can pass this along to investigation, but I'd recommend you also look into things like posting in #tt2-clan-recruitment or on other locations like the TT2 subreddit to help build up your numbers.
