As for in general? We haven't had the Water El Colosal yet, so C'thulu still has the chance to useful there. Joppers, however, has already been in both of hers, so she's just collection fodder for the time being.

That event hasn't started yet, and doesn't quite work like that either.
Rather, you're trying to breed for a pool of Legendaries, and recieve a number of Svart Cells depending on whether you're successful or not. The first successful breed will also give you access to an elementally-focused Survival Dungeon you can through to get even more Cells, which can then be used to craft Svart once you've gathered 100 of them.
