He is an elite, a special type of monster and you can get him during elite days, an event where you spend elite souls to buy elite monster cells, elite souls can be found in legends pass(both paid and free) and grand duels. Grand duels are expensive so dont do them, save your gems as much as possible, and joshdub is meh you have better monsters

Np just remember you need alot of pandaken to make lots of gold make sure there level 15 or higher also do adveture map when you get far in like around 200 or something maybe higef they will give you 100k and the higer you go then you will get around 200k and 300k and some runes

wattz: mythic attacker if ur out of options. he's pretty bad for one

moonhaze: actually pretty good. fast and has stun and possess/blind, just quite a few of mythic have a trait that can negate one or two of these effects

#

rocioku: actually pretty good for a legendary. has pierce as a trait, lots of torture/elemental weaknesses, aoe ner + evasion, and aoe tdr

#

judgement is just bad

#

mr beast: not bad, but u need to get a turn in for him to be useful. if all his allies die, he's basically a punching bag

stake: not bad for a legendary. has some setup moves and a extra turn + ner skill, but is too outdated and better off using a mythic attacker

marquis: not bad. still a bit outdated, but anticipation can come in handy for extra turners and has tons of torture and stun

#

and ouros: good stats for a tank, but not a good enough moveset/trait for a legendary tank. he's only used in breeding events
