Maybe because it was supposed to be an exclusive thing, not a guaranteed thing? Look at all mazes last year, barely a hint that 30% would occur (apart from Japanese Dojo maze in July when SP really messed up). Then look at that last 5 mazes before this, there's two or three 30%s. Just because something occurs more than once doesn't mean it's a permanent change. SP might want to win back players trust for one reason or another. Truth be told, I can't tell you why they didn't host a 30% discount. nobody can, because none of us are Devs apart from the devs, but I doubt they'll tell you as it'll be classified
