I, for example, have never posted a killstreak video to keep my content entertaining and diverse. That, I believe is why I got the CC role with a limited amount of following. So, if your content is good, wizard support may review your videos and give you CC role

a lot of these fps suggestions wont end up happening because of browser limitations, unless your screen can support a higher refresh rate you can run shellshock at a higher framerate (not to mention this also requires decent hardware to beable to run above 60fps and the majority of players are on Chromebooks and laptops)
