Ok so it looks like there is a second floor but I can’t access it

At the slaughterhouse there is a house apart from the main building and at first glance it doesn’t look like there is anything in there
In the main building all I found was pigs, and to get to the second floor you have to scale hay but I couldn’t do it. Or in a side building it looks like there is a ramp in but to access it you would have to hop on a wagon which it looks like there is an invisible wall

Honestly, maybe I’m missing something, but I’m unaware of any embargoes or gun laws preventing sellers from importing from Russia or the German nations. Yes, guns were pretty strictly regulated in Louisiana, but I don’t get the impression it was that extreme. It’d be pretty damn suspicious to ship bulk to one location, yes, which is the only major reason I see for involving gun runners.
Which takes me back to some of my earlier theories that the resupply wagons were actually gun runners delivering shipments, but hey, could also be gameplay only.
