Can I use delayOTA to make an iPhone 8 go from iOS 14 to iOS 15.8.1? Or would it only help me get an iPhone 7 (i.e., a device that will only update as far as 15.8.2) to an earlier signed version of iOS?

the iphone 8 stopped receiving iOS 15 updates on 15.7.1, so it won't be able to update to that version. the lowest version you can use delayOTA for is 16.7.4, however if you have blobs you can use them to restore to 14.3-15.7.1 and 16.6+
